Update On Achievements
Operational Context
In April, the security situation progressively deteriorated following an Easter ceasefire. The majority of ceasefire violations occurred in the areas of Avdiivka, Yasynuvata, Donetsk airport and Horlivka, and near Svitlodarsk, Mariupol, as well as in western Luhansk region. The OSCE Special Monitoring Mission reported the death of an OSCE monitor after a landmine destroyed their vehicle. The humanitarian situation remains precarious and access of humanitarian agencies to persons of concern is difficult due to restrictions on activity in the non-government controlled areas imposed on all UN humanitarian agencies. On 25 April, de facto authorities in Luhansk renewed UNHCR’s “registration” for six months. On 27 April, 23 UNHCR trucks delivered shelter and NFI assistance to Luhansk for distribution.
